New York homeowners age 60 or older who occupy the property as their primary residence, have household income at or below 100% of area median income and meet the local administrator’s program rules.

Start here: Find a funded local RESTORE program administrator through NYS Homes and Community Renewal’s local-partner resources and ask whether homeowner intake is open in your area. Homeowners do not apply directly to HCR.
