The Taxpayer Advocate Service is an independent organization within the IRS that helps taxpayers whose cases are causing serious hardship or are stuck in the tax system.

Taxpayers facing financial hardship, an immediate threat of serious adverse action, unusual costs or harm, or an IRS problem that normal channels have failed to resolve.
What to do
Start here: Use the TAS qualifier information and, if appropriate, submit Form 911, Request for Taxpayer Advocate Service Assistance.
Eligibility: TAS uses hardship and system-failure criteria. Examples include inability to meet basic living expenses, significant costs or irreparable harm, or an unresolved IRS matter after reasonable attempts through normal channels.
What you get
TAS assigns eligible taxpayers a case advocate who can work across IRS functions to help resolve a qualifying tax problem and identify the next action needed.
Benefit: Free individual case assistance from an independent IRS advocate; the financial value depends on the underlying tax issue.
Possible value: No fixed cash benefit. The value can be substantial when TAS helps release a delayed refund, stop or address harmful collection activity, or break an IRS processing deadlock.
Good to know
Important: TAS is not a substitute for filing required returns, responding to ordinary IRS requests or using established appeal rights. It accepts cases that meet its criteria; not every tax dispute qualifies.
