NY National Guard or Naval Militia? RIRP Can Pay Tuition Up to the SUNY Rate

New York's Recruitment Incentive and Retention Program (RIRP) is a competitive tuition-assistance program for qualifying members of the New York Army National Guard, Air National Guard and Naval Militia.

Who

Qualifying members in good standing of the New York Army National Guard, Air National Guard or Naval Militia who meet residency, enrollment and service rules.

What to do

Start here: Apply through the New York National Guard education-services/RIRP process before the semester deadline and complete the required financial-aid applications.

Eligibility: Current rules include New York residency for the required period, good standing, eligible undergraduate enrollment and at least six credits per semester or four per quarter.

What you get

RIRP can pay qualifying tuition up to the current SUNY tuition rate for eligible undergraduate study.

Benefit: Tuition assistance up to the SUNY tuition rate per eligible semester.

Possible value: Potentially thousands of dollars per semester depending on school tuition and other aid.

Good to know

Important: RIRP is competitive and funding is limited. Awards interact with other tuition aid and cannot exceed eligible tuition costs.

Availability: Active; Fall 2026 applications were being accepted in 2026

Why people miss it: Guard members may know about federal tuition assistance or GI Bill benefits but miss a separate New York tuition program.
