Start here: Apply through ACCESS HRA or a Benefits Access Center and complete the required HRA interview. Upload bills, notices, lease/arrears documents and proof showing the emergency.

Eligibility: HRA makes a case-by-case determination after reviewing the emergency, finances, available resources and whether the underlying expense can be sustained going forward.
