Eligibility: The collector, debt and consumer interaction must fall within NYC’s debt-collection rules.

The rule restricts how covered debt collectors contact consumers and strengthens written validation and debt-verification procedures.
Benefit: New protections include a general limit of three debt-related contacts per week unless responding to you, time-of-day restrictions and stronger dispute/verification rights.

Important: This rule is not yet effective as of August 10, 2026. It takes effect January 1, 2027. Existing federal, state and NYC debt-collection rights may already protect you before then.

Why people miss it: Collectors rarely advertise new consumer limits, and the future effective date makes it easy to confuse SHIELD’s new rights with protections already in force.
